GEMM Framework
GemmWork DefinitionThe GEMM Framework (Global Employment Mode Matrix) is GemmWork's independent classification system for global employment decisions. It is the analytical backbone behind every country guide, tool recommendation, and risk assessment on this site.
The 4×4 Structure
The framework maps 4 engagement structures against 4 integration depths, producing exactly 16 employment modes:

Each mode × country combination is evaluated across 6 variables:

Why GEMM Exists
Most global hiring decisions are made using two variables: cost and timezone. GEMM adds four dimensions that EOR providers do not surface — particularly PE Risk and Compliance Stickiness — because these variables create conflicts of interest for vendors whose revenue depends on continued employment.
GemmWork is not an EOR provider. The GEMM Framework is designed to be the analysis EOR vendors cannot provide.
