EOR-Core (GEMM-01)
GemmWork DefinitionThe lowest-risk GEMM mode: full-time strategic employment via Employer of Record. PE Risk: 🟢 Low. GemmWork's default recommendation for most international hiring scenarios.
EOR-Core (GEMM-01) is the first and most protective mode in the GEMM Framework. It describes a full-time, indefinite employment relationship mediated by an Employer of Record.

When EOR-Core Is the Right Choice
- Entering a new country for the first time — EOR eliminates the need to register a local entity
- Headcount below 15–25 in the same country — below the EOR breakeven point, entity setup costs more
- PE risk is a top concern — EOR provides the strongest structural protection
- Strategic, indefinite role — core team members who will own systems long-term
When to Consider Moving Away from EOR-Core
- Headcount exceeds 20–25 in the same country → entity setup becomes cheaper
- Equity grants are needed for engineers → direct employment via local entity is cleaner
- Permanent Establishment is already established → EOR is no longer the right structure
